7th Pay Commission Projected Pay Scale

People may think that the babus again started to make voice over pay revision and next pay commission or 7th Pay commission. There is a saying that “The crying baby gets the milk”. The need makes the man to act.

One should try to understand the fact that being a government servant one can witness a considerable pay hike at least twice or thrice of his/her entire service period. Because, other than promotion, only the pay commission recommendation will give them considerable pay hike. But it takes place once in ten years. Now a days a government employee can render service 20 or 30 years only due to non availability of employment opportunity in government service below the age of 25. So there is no need to be get annoyed by hearing the voice for seventh pay commission from central government employees. Because constituting next pay commission is for nothing but to review the salary of the govt. servants with the current economical condition of the country.

How the pay of a govt. employee had been fixed at the beginning of the Independence India.

Till now there are six pay commission had been constituted to review and recommend pay structure of central government employees.

All the six pay commissions have taken many aspects into consideration to prescribe the pay structure for government servants.

In the first pay commission the concept of ‘living wage’ was adopted.

In second pay commission it had been reiterated that the pay structure and working condition to be crafted in a way so as to ensure the effective functioning of government mechanism.

The third pay commission adopted the concept of ‘need based wage’

The Fourth CPC had recommended the government to constitute permanent machinery to undertake periodical review of pay and allowances of Central Government employees, but which got never implemented.

In Fifth pay commission all federations demanded that the pay scale should be at par with the public sector. But the pay commission didn’t accept this and told that the demand for parity with the Public Sector was however difficult to concede as it felt that the Job content and condition of service in the government and pulic sector not necessarily the same. There were essential differences between the two sectors.

The Sixth Central Pay Commission, claimed that it had not only tried to evolve a proper pay package for the Government employees but also to make recommendations rationalizing the governmental structure with a view to improve the delivery mechanisms for providing better services to the common man

What about seventh pay commission?

Generally every pay commission, before recommending a pay structure, it used to analyze all the aspects including the economic situation of the country, financial resources of the government, comparison with the public sector, private sector and state government pay structure etc. So it is very much clear that Pay Determination is very complicated and sensitive task. Without any doubt every one accepts that this is very challenging task too. In order to determine the new pay structure the pay commission has to go through voluminous data consisting current economic condition, strength of the work force and working condition etc. In the meantime, if one tries to suggest or comment about 7thy pay commission pay scale or about what the seventh pay commission pay scale would be, it will not get much importance.

But when we come across all the recommendations of six pay commissions, we observed an interesting factor which is common to all the pay commission recommendations, particularly in the matter of percentage of increase in the pay. Average 3 times increase in the pay was recommended by each pay commission and it was accepted by government and implemented. Obviously it is simple thing, we can say it a mathematical coincidence that we have in common in all previous pay commission, but we cannot neglect this. Because it was there, every time it is noticed that the revised pay was approximately three times higher than its pre revised pay. Apart from all the factors which has been used to determine the pay revision, we can use this simple formula ‘common multiplying factor’ to know the 7th pay commission pay scale . If next pay commission prefer to continue the same running pay band and grade pay system for seventh pay commission also, the pay structure may be like the following projected figures given below, using common multiplying factor ‘3’. The Following is only the projected figure using common multiplying factor ‘3’...

Cloud Computing - மேகக் கணினியம்'

அரசுத் துறையில் மேம்படுத்தப்பட்ட கணினி கட்டமைப்பை ஏற்படுத்த, தமிழ்நாடு மாநில தரவு மையத்தில், மேகக் கணினியத்தை நிறுவுவதற்கு முதலமைச்சர் ஜெயலலிதா உத்தரவு

தமிழ்நாடு மாநில தரவு மையத்தில், Cloud Computing எனப்படும் 'மேகக் கணினியம்' நிறுவதற்கு உத்தரவிட்டுள்ள முதலமைச்சர் செல்வி ஜெயலலிதா, அதற்கென 11 கோடியே 39 லட்சம் ரூபாய் நிதி ஒதுக்கீடு செய்துள்ளார். திறன் மேம்பாட்டுக்கான தேவை, கணினி பயன்பாடுகளின் பேரிடர் தரவு மீட்பு போன்ற எண்ணற்ற பயன்கள் இந்த மேகக் கணினியம் உதவிகரமாக இருக்கும்.

தமிழக அரசு இன்று வெளியிட்டுள்ள செய்திக்குறிப்பில், அனைத்து மக்களும் விரைவாகவும், எளிதாகவும் தொடர்பு கொள்ள வழி ஏற்படுத்தி, உலகமே சிறு கிராமம் என்று சொல்லும் அளவுக்கு தகவல் தொழில்நுட்பவியல் துறை உலகை சுருக்கியுள்ளதாகவும், தமிழகத்தில் தகவல் தொழில்நுட்பப் புரட்சியை ஏற்படுத்தும் வகையில் முதலமைச்சர் செல்வி ஜெ ஜெயலலிதாவின் முந்தைய ஆட்சிக் காலத்தில், 2002 ஆம் ஆண்டு வெளியிடப்பட்ட ஒரு புதிய தகவல் தொழில்நுட்பவியல் கொள்கை மூலம் உலகளாவிய தொடர்புடைய தகவல் தொழில் நுட்பவியல் நிறுவனங்கள் பல தங்களது கிளைகளை தமிழகத்தில் துவக்கியுள்ளதாகவும் தெரிவிக்கப்பட்டுள்ளது.

இதன்மூலம் தமிழகத்தில் தகவல் தொழில்நுட்பவியல் துறை வளர்ச்சிப் பாதையில் சென்று கொண்டிருக்கின்றன - அரசுப் பணிகள் அனைத்தும் கணினிமயமாக்கப்பட்டுள்ளன - மேலும் பள்ளிகளில் கணினிகள் மூலம் வகுப்பு நடத்தும் முறையும் படிப்படியாக அமல்படுத்தப்பட்டு வருகிறது - கணினித்துறையில் தற்போது பயன்படுத்தும் நவீன தொழில்நுட்பம் 'மேகக் கணினியம்' அதாவது Cloud Computing ஆகும் - இது கணினித் திறனை இணையத்தின் வாயிலாக பெறக்கூடிய ஒரு தொழில்நுட்பம் ஆகும் - இதன் மூலம் கணினித் திறன்களை வழங்கும் நிறுவனங்களிடம் இருந்து உள் கட்டுமான சேவை, மென்பொருள் தளசேவை மற்றும் மென்பொருள் சேவை ஆகியவற்றை எளிதாகப் பெற முடியும் என்றும் குறிப்பிடப்பட்டுள்ளது.

தமிழ்நாடு அரசு நிறுவனமான, தமிழ்நாடு மாநில தரவு மையம் அனைத்து அரசு துறைகளுக்கும் தேவையான, பாதுகாப்பான நம்பகத்தன்மை வாய்ந்த, மேம்படுத்தப்பட்ட பகிர்ந்தளிக்கக்கூடிய தடையற்ற கணினி கட்டமைப்பை வழங்கி வருகிறது - மேலும், அரசுத் துறையில் மேம்படுத்தப்பட்ட கணினி கட்டமைப்பை ஏற்படுத்த மாநில தரவு மையத்திற்கு மேகக் கணினியம் அவசியமான ஒன்றாகும் - இந்தத் தொழில்நுட்பத்தின் மூலம் கணினித் திறன் சிறந்த முறையில் தொகுக்கப்படும் - இதன்மூலம், அரசுத் துறைகள் தங்களுக்கென தனியாக கட்டமைப்பு ஏற்படுத்துவதால் ஏற்படும் காலதாமதம் மற்றும் கணினி திறனை குறைவாக பயன்படுத்துதல் தவிர்க்கப்படும் - மேலும், திறன் மேம்பாட்டுக்கான தேவை, கணினி பயன்பாடுகளின் பேரிடர் தரவு மீட்பு ஆகியவற்றிற்கு இந்த மேகக் கணினியம் பெரும் உதவிக்கரமாக இருக்கும் - குறைவான செலவு, பகிர்ந்தளிக்கப்பட்ட உள்கட்டுமானம், குறைவான மேலாண்மை செலவு, பரந்த அளவிலான பயன்பாடுகளையும் உடனடியாக அணுக முடிவது போன்ற எண்ணற்ற பயன்கள் இந்த மேகக் கணினியம் மூலம் ஏற்படுகின்றன என்று தெரிவிக்கப்பட்டுள்ளது.

எனவே, இத்தகைய பயன்மிக்க மேகக் கணினியத்தை தமிழ்நாடு மாநில தரவு மையத்தில் நிறுவுவதற்கும் அதற்கென 11 கோடியே 39 லட்சம் ரூபாய் நிதி ஒதுக்கீடு செய்தும் முதலமைச்சர் செல்வி ஜெயலலிதா உத்தரவிட்டுள்ளதாக தமிழக அரசு செய்திக்குறிப்பில் குறிப்பிடப்பட்டுள்ளது.

should submit along with their applications for Main Written Examination a copy of
certificate from the concerned authority of t
he University/Institution that they had passed
the requisite final professional Medical examinat
ion. In such cases, the candidates will be
required to produce at the time of Interview, original degree or a certificate from the
concerned competent authority of the University / Institution that they had completed all
requirements (including completion of internship) for the award of the degree.
(iv) Persons claiming equivalence of qualificat
ion should upload evidence for such claim when
called for, failing which their application will be summarily rejected. (Please refer para 9 of
the ‘Instructions to the candidates’)

(C) PHYSICAL QUALIFICATION:-
Candidates applying for the post of Deputy Superintendent of Police (Category-I) must
possess the following Physical qualifications:-

Written Examination those who opt for the

Medical Officer of/or above the rank of an Assistant Surgeon appointed by the

e. Mobile Phones and other Articles Banned
:-
(i) Candidates are not allowed to bring Pager, Cellular phone, Calculator, Memory
notes and books etc. or any other Electronic device or Recording device either as
separate piece or part of something used by the candidate such as Watch or Ring.
(ii) If they are found to be in possession of any such thing or instrument they will not
be allowed to write the examination further, besides invalidation of answer paper
and / or debarment. If it is considered necessary they will be put to thorough
physical search including frisking on the spot.
(iii) Do not bring into the Examination Hall any article such as books, notes, loose
sheets mathematical and drawing instruments, Log Tables, stencils of maps, slide
rules, Text Books, rough sheets etc., except the permitted writing material
(i.e., pen). No colour pen or pencil must be used.
(iv) Candidates are advised in their own interest not to bring any of the banned items
including Mobile phones / Pagers to the venue of the examination, as
arrangements for safekeeping cannot be assured.
f.
Candidates are not required to submit along with their application any certificates in
support of their claims regarding age, educational qualifications, experience,
community certificates and certificates regarding their physical disability, etc., which
should be submitted when called for by the
Tamil Nadu Public Service Commission.
The candidates applying for the examination should ensure that they fulfil all the
eligibility conditions for admission to the Examination. Their admission at all the
stages of examination for which they are adm
itted by the Commission viz. Preliminary
Examination, Main Written Examination and Oral Test will be purely provisional,
subject to their satisfying the prescribed eligibility conditions. If on verification at any
time before or after Preliminary Examination, Main Written Examination and Oral Test,
it is found that they do not fulfil any of the
eligibility conditions, their candidature for the
examination will be cance
lled by the Commission.
g. Unfair means strictly prohibited:-
No candidate shall copy from the papers of any
other candidate nor permit his papers to be copied nor give nor attempt to give nor
obtain nor attempt to obtain irregular assistance of any description.
h. Conduct in Examination Hall:-
No candidate should misbehave in any manner or
create a disorderly scene in the examinati
on hall or harass the staff employed by the
Commission for the conduct of the examination. Any such misconduct will be severely
viewed & penalised.

பற்களில் காரை படிந்துள்ளதா....? இனி கவலை எதற்கு....? என்ன தான் டூத் பிரஷ் உபயோகித்து ஒருமுறைக்கு இரண்டு முறை பல் தேய்த்தாலும் நமது பற்களில் காரை (decay) கொஞ்சம் கொஞ்சமாக படிந்து விடுகிறது. பல் மருத்துவக்கல்லூரியில் சேரும் மாணவர்களுக்கு முதலில் சொல்லித் தருவதே, அவர்களின் பற்களை சுத்தம் செய்து கொண்டு வரச் சொல்வது தான். நீண்ட நாட்களாக இருக்கும் காரைப் படிவங்களை சுத்தம் செய்வது மிகவும் எளிது. பொட்டாசியம் பர்மாங்கனேட் என்ற வேதிப்பொருள்(pottasium permanganate.) (KMNO4) பெரும்பாலான மருந்துக் கடைகளில் பாக்கெட்டுகளில் கிடைக்கும். இதனை வாங்கி வெது வெதுப்பான நீரில் மிகச்சிறிய அளவில் (small pinch)போட்டு (தண்ணீரில் போட்டவுடன் ஊதா நிறமாக மாறும்) அந்த தண்ணீரை வாயில் ஊற்றி நன்றாக கொப்புளிக்க வேண்டும்.. (துவர்ப்புத் தன்மை கொண்டது) அதிகமாக இந்த வேதிப்பொருளை நீரில் போடக்கூடாது.. கரு ஊதா நிறமாக மாறும். துவர்ப்புத் தன்மை அதிகரித்து விடும்.. கொஞ்சம் கொஞ்சமாக கொப்புளித்த பின்னர் பிரஷ் கொண்டு (பேஸ்ட் போடாமல்) சுத்தம் செய்யும் போது பல வருடங்களாக இருந்த காரைகள் பெயர்ந்து வெளியேறும். பற்கள் பளிச்சென்று ஆகிவிடும். வருடத்திற்கொருமுறை அனைவரும் இதனை செய்து கொள்வது நல்லது.. பிறகென்ன பல் மருத்துவரிடம் போக வேண்டிய அவசியமே இருக்காது. முயற்சித்துப் பாருங்களேன்.

கடைகளில் விற்பனை செய்யும் இட்லி தோசை மாவு ஒரு எச்சரிக்கை ரிப்போர்ட்..! கடந்த 10 ஆண்டுகளில் இட்லி, தோசை மாவை விலைக்கு விற்கும் பழக்கம் விரிவடைந்துக் கொண்டே போகிறது. இட்லி, தோசை மாவு விற்கப்படுவதால் ஒரு புறம் பெண்களின் வேலைச்சுமை குறைகிறது. மறுபுறம் வீட்டில் இருந்தபடியே பணம் ஈட்டும் தொழிலாக மாவு விற்பனை நடைபெறுகிறது.மேலும் சிறிய மளிகைக்கடை முதல் பெரிய ஷாப்பிங் மால் வரை இட்லி, தோசை மாவு பாக்கெட்டுகளில் கிடைக்கிறது. இந்த மாவு ஒரு உயிர்கொல்லி – ஸ்லோ பாய்ஸன் என்பது ஏனோ பலருக்கும் தெரிவதில்லை.இதன் பின் விளைவுகளை சற்று அலசிப் பார்த்தால் நம் உதிரமும் உறைந்து போகும் அளவிற்கு அதிபயங்கரமான விளைவுகள் தெரிய வருகின்றது! 1. 6 நாட்கள் வரை புளிப்பு வாசனை வராமல் இருக்க,நம் உடலில் ஏற்படும் காயத்திற்கும்,புண்ணிற்கும், கேரம் போர்ட் விளையாட பயன்படுத்தும் Boric Acid, ஆரோட் மாவு போன்றவற்றைக் கலந்து விற்பனைக்கு அனுப்பி வைக்கின்றனர். 2. அதாவது ஒரு நாளைக்கு 3 – 6 மணி நேரம் அரைக்க வேண்டிய கிரைண்டர்கள், 12- 18 மணி நேரம் தொடர்ந்து ஓட்டுவதால் அந்த கல் கொஞ்சம் கொஞ்சமாக தேய்மானம் ஏற்பட்டு மாவுடன் கலந்து விடுகின்றது. இதனால் சிறு நீரகத்தில் கல் உண்டாகும் அபாயம் இருக்கின்றது. 3. என்னதான் நல்ல அரிசி உளுந்து போட்டாலும் நல்ல தண்ணீரை ஊற்றி தான் மாவு அரைக்க வேண்டும். ஆனால் பெரும்பாலும் உவர்தன்மையைக் கொண்ட கிணத்தடி தண்ணீர் மற்றும் உப்பு தண்ணிரே பயன்படுத்தப்படுகின்றது. 4. நம் முன்னோர்கள் இட்லிக்கு மாவு அரைக்கும்போது ஒரு கை வெந்தயத்தை போட்டு அரைப்பார்கள். வெந்தயம் ஒரு இயற்கையான நோய் நிவாரணி( ஆண்டி பயாடிக்) இது, உடம்பு உஷ்னம், வாய் நாற்றம், குடல் புண்(அல்சர்) போன்ற நோய்களைத் தடுக்கும் ஆற்றல் உள்ளது.கடை மாவில் யாரும் வெந்தயத்தை சேர்ப்பதில்லை! மேலும், பால், தயிறு, முட்டை, காய்கறி, மாட்டிறைச்சிகளில் கானப்படும் ஈகோலி (E-COLI) எனப்படும் ஒருவகை பாக்டீரியாவானது,( – 24 )மைனஸ் 24 டிகிரிக்கு கீழே இருந்தால் தான் கொஞ்சமாவது கட்டுபடும் அவ்வகை பாக்ட்டீரியாக்கள் மாவுகளில் உருவாகி சிலருக்கு சாப்பிட்டவுடன் ஃபுட் பாயிஸன் என்றும், சிலருக்கு ஸ்லோ பாய்ஸனாக உடலில் கலந்து உயிரையேக் கொல்லும் அபாயமும் உள்ளது. எனவே தாம் சென்னை மாநகராட்சி கடைகள்,மற்றும் மாவுஅரைக்கும் இடங்களில் பரவலாக சோதனை (ரெய்டு) நடத்தி தரம் குன்றிய மாவுகளைக் கைப்பற்றி,அபராதமும் விதித்து வருகின்றது. எனவே,நமக்கு நன்கு தெரிந்த கலப்படம் செய்யாத நேர்மையானவர்கள் அரைத்து விற்பனை செய்யும் இட்லி,தோசை மாவுகளை மட்டும் வாங்குவதோடு,முன்,பின் தெரியாதவர்கள் தயாரித்து கடைகளில் விற்கும் மாவுகளை முற்றிலுமாகத் தவிர்ப்பது நலம்!
